POSIX (libc patch)

The following only applies to those servers on which the POSIX APIs have been installed into the main C library file (libc.so.1).

Fixes bugid 6348147 - POSIX time zones 2007 transition dates - U.S.  Energy Policy Act of 2005. POSIX time zone support is handled by the main C library file (libc.so.1).  Sun has released a set of "libc" patches which fixes POSIX time zone support for all North American POSIX time zones.
